A lot of a boots stiffness comes from the lower... Riveting the side of the cuff is changing the flex point geometry of the boot... which should be aligned with your foot. I'd find a stiffer shell and start building with that if you think you need something stiffer. Surprised to hear that a Raptor 140 isn't stiff enough though, but I don't think that is the true plug (92-3mm last), so go with Botti's suggestion and start fresh with a proper boot with thick plastic.
