Rental Cars and Colorado Traction Law

I'll be flying into Denver and renting a car for the Short Term Camp and one other time this winter. Most SUVs, say the RAV4, Sportage, Santa Fe, Wrangler, etc. come from the manufacturer with both Front Wheel Drive and AWD/4WD options. I believe the car rental companies can't guarantee that the SUV I rent will have Colorado Traction Law compliant AWD/4WD. Is there a way to ensure I get a Traction Law compliant vehicle, or do I just take a chance?

I've been told by multiple places that there is nothing that can be done. However, in the last two-three years I've been to CO over eight times and I've never not gotten an AWD/FWD. I have had to ask and they've changed my vehicle a few times but I've always gotten one.

That's pretty much as I thought. I just booked a RAV4 (or similar).
