Case study: your advice appreciated.

I have a friend who lives in Europe. Because of injuries he underwent surgery on his knees and legs. The result was not too bad, but he has
a problem when he skis. His right ankle's dorsiflexion measures approx at 20 degrees, his left ankle instead reaches barely 6-7 degrees.
The result, as all can imagine, is that he tends to get out of balance a lot when he skis because of this gross difference.
What would you suggest? He asked me if reducing the ramp angle of the boot with the wide dorsiflexion will solve the problem. I told him that it might but then he cannot just file the board of that boot or else he will end up with one foot higher than the other which is also a problem.
Right now he does not have access to Harald Harb or PMTS as I believe there is none where he lives. Any word of wisdom would be appreciated.
